40 years ago, we finally rid ourselves of the so-called Jim Crow Laws. Laws that were meant to keep Black Americans segregated and away from the voting booth were finally removed from the books. It didn’t change people over night, but in the last 40 years, advances have happened.
30 years ago, the courts forced schools to bus children throughout their districts and away from neighborhood schools to even out racial distribution. The courts said that education should be equal to all.

CHICAGO, Nov. 6 (UPI) -- The Chicago school district plans to open an all-boys high school primarily for black teenagers.
The Urban Prep Charter Academy for Young Men must be approved by the Board of Education this month, the Chicago Tribune reported.
Mayor Richard Daley plans to open 100 schools in the city in the next five years. Plans for the next two years include a virtual elementary school, a high school operated by the University of Chicago and a high school stressing business entrepreneurship. Urban Prep would be located inside Englewood High School. Backers say it is aimed at a group that has the lowest graduation rate of any in the city. "We're going to take our students where they are and help them gain admission to college and succeed once they are there," said Tim King, the founder of Urban Prep. "Clearly there is a high need for figuring out how to serve these kids academically."
Do you wonder if they were announcing plans to make an all white male high school what kind of protest that would entail? How soon do you think a law suit would be filed challenging it? Yep…probably even faster than that.

Segregation is one of the reasons France is having the problem that it is. By Segregating communtites and students you set them apart and when you do that to a group of people especiually identified by only their color of their skin your are giving them the message that they are unfit to belong or that they cannot learn at a "normal" school.
Black Amreicans are not special needs kids that need to be coddled and catered to. Although most liberals don't want you to know this, Black Americans can take care of themselves without a liberal watchdog making sure they're okay.
Changing schools isn't going to make better students unless you lower standards. Its like getting rid of crime by getting rid of Laws. Focusing on family values, (whether that be a working mother and her son or the stereotypical nuclear family) Setting high standards for students, and involving Parents in the school process works. Not sending them to different schools.

I agree with both of you this is not going make things better for these students, it will not make them learn any better because they are segregated away from other students.
Just Another American has it right when he says the way to improve the learning of the students is actually to raise the bar on on standards instead of lowering bar. Get parents more involved and challenge the students to learn.
Lets make the teachers more accountable for the students test scores and not just give them tenure unless they actually prove they deserve it.
