Yep. You have to talk real slow and real clear to Bush so he can understand.
"Send us everything you've got," isn't clear to a man who spent nearly 8 minutes listening to "My Pet Goat" after being told "The US is under attack" on 9/11.

If you watch the video, when she's inbetween interviews, she says she initially didn't want them because they might shoot people.
The law says a Governor has to make a specific request. You just don't pick up the phone and make some wild unspecific request. There's a little more to it then that and Blanco, as governor, knows it.
Funny how Mississippi and Alabama did it right and Louisiana did it all wrong.
Also, in any disaster, the state and local authorities are responsble for first response.
Face it, Blanco screwed up big time. She is indecisive and weak.
